Thursday night, Gov. Jim Gibbons will address the people of the state of Nevada, setting the stage for this weekend's special session. The governor is expected to promote a 21-point plan for helping Nevada out of its budget crisis. The latest estimates put the state deficit at nearly $1.2 billion.

Thursday night, Gov. Jim Gibbons will address the people of the state of Nevada, setting the stage for this weekend's special session.

The governor is expected to promote a 21-point plan for helping Nevada out of its budget crisis. The latest estimates put the state deficit at nearly $1.2 billion.

Gov. Gibbons says he will not raise taxes to lessen the shortfall, leading many to wonder who and what will be hit hardest by budget cuts. Education is among the areas facing potentially devastating cuts. Wednesday, those worried about how cutbacks will affect the quality of Nevada's schools rallied in Las Vegas, pleading with the governor to find other solutions.

"We have cut again and again, and I don't think we can take it as a community," says Launce Rake, rally coordinator.
